A government-funded program, the Ehsaas Undergraduate Scholarship Program aims to provide financial help to students from low-income families seeking to study at public universities in Pakistan. In 2019, the program began under Pakistan’s flagship social safety initiative, Ehsaas, aimed at alleviating poverty and inequality. A basic goal of this Program is to reduce unequal access to higher education for children from middle-class families in our country.
About Undergraduate Scholarship Programs
In the past 14 years, HEC has awarded about 30,000 undergraduate scholarships, but about 50,000 students from low-income families receive scholarships yearly in the four provinces (AJK, Gilgit-Baltistan, and Sindh Punjab). Two hundred thousand students can benefit from the Ehsaas Scholarship Program over four years if their household income is less than Rs 45,000.
At Rs. 24 Billion Euros, the Ehsaas Scholarship Program has grown to include public universities in four Azad Kashmir and Gilgit-Baltistan regions. It covers full tuition costs and provides a ($50) stipend per month. Pakistan’s Prime Minister will award the first phase of the 24 billion euros to brilliant and worthy students on March 2.
Ehsaas Scholarship Online Application
Applicants must apply through the online system https://ehsaas.hec.gov.pk/ and SUBMIT their applications. Applications saved in the “Saved” mode will not be accepted.
By the deadline, applicants must submit hard copies of the application form and supporting documents to the university’s financial aid office.
Based on the information in their applications, the university’s Scrutiny Committee wills shortlist all candidates who meet the eligibility criteria. And those who have provided all the required information, such as proof of family income, assets, past academic records, etc.
- Only a complete application form in any respect is acceptable.
- University Scholarship Award Committees will interview/recommend potential scholarship applicants.
- Awardees of scholarships will need to sign a deed of agreement on stamp paper.
- The university’s Financial Aid Office issues the Final Scholarship Award Letter.
- Scholarships are not transferable to another university, academic program, or academic session.
- Under satisfactory academic performance, scholarship funding will continue for the following semester/year.

SOP for Ehsaas Scholarship
- A student who has qualified for admission on merit has met the admission requirements of the university where they intend to study.
- A parent’s monthly income (including all sources) equals or less than Pakistani rupees 45,000/-.
- Age limits will apply per university regulations. How old can an applicant be for admission to the university’s Undergraduate programs?
- There is no eligibility for students who have already received a scholarship or grant from another organization.
- The program is not open to students enrolled in evening, self-sustaining, self-supporting, or self-financing programs.
- Students who learn remotely are not eligible.
Ehsaas Scholarship Phase 2 Or 3
The Ehsaas Scholarship Phase 2 project is one of the substantial projects funded by the Ehsaas Social Security Network program, which provides an average budget of Rs.6 billion annually to 50,000 undergraduates. In the next four to five years, these scholarships will increase to about 200,000.
Ehsaas Scholarship Phase 2 covers university tuition fees and stipends over four to five years. It is an important step towards ensuring accessibility to higher education in all major educational fields, including:

- And social sciences.
The program is in its third phase, which began in 2023 and will last until 2025. It covers tuition fees paid directly to universities and an annual payment of Rs 40,000 through a bank account.
Eligibility Criteria
To be eligible for an Ehsaas scholarship 2021, applicants must meet the following requirements:
- The applicant must have just started university and be a new student.
- Students must have met the admissions criteria and have been admitted to the institute or university they intend to attend.
- The HEC Ehsaas scholarship is available to students in HEC-approved programs.
- There is a minimum age requirement for applicants.
- The applicant must not receive any other scholarship or grand award to be eligible for this scholarship.
- There is no scholarship program for evening programs with high fees under the Ehsaas program.
